This study is grounded in a central strategic problem concerning the Functional relationship between local councils and local governments in Iraq after 2009. The country has faced complex administrative challenges, particularly in enhancing coordination between these bodies. The research problem is crystallized in the following question: What is the functional relationship between local councils and local governments in Iraq after 2009?
