The international arena has undergone significant transformations following the collapse of the Soviet Union, leading to fundamental changes in long- standing concepts of international relations. As a result, inter-state relations have become increasingly influenced by these transformations، playing a crucial role in shaping states’ orientations and policy choices. The twenty-first century has witnessed a range of variables that have generated multiple constraints, hindering states from achieving their strategic objectives. These changes—whether occurring within the regional or international environment—are not isolated from the dynamics of interstate relations.
