Abstract

water crisis in Iraq, which arises from the interplay of external challenges—such as Turkish and Iranian da projects—and internal factors، including climate change، pollution، and mismanagement. The research aims to explore the role of strategic planning as a methodological framework for developing water policies that ensure sound resource management and the achievement of water security. The study hypothesizes that adopting strategic planning enhances the efficiency of water policies and strengthens their capacity to address water scarcity. It analyzes the current state of water policies in Iraq and proposes a comprehensive strategic plan based on improving water-use efficiency, developing infrastructure, and strengthening water diplomacy. The study concludes that integrating administrative, legislative, and technical dimensions, alongside promoting public awareness, is essential for ensuring the sustainability of this vital resource in Iraq.
